(1)    Cyber Security Association of China and Douyin Issue Online Gambling Risk Guide to Counter Hidden Cybercrime Networks

The Cyber Security Association of China (CSAC), in collaboration with short-video platform Douyin, released the second installment of its “Cyber Security Risk Protection Illustrated Guide” in late September 2026. The guide focuses on the covert tactics used by illegal online gambling syndicates, exposing how criminal networks lure users from short-video platforms to off-platform illegal gambling channels through deceptive content, sports event trend-jacking, and disguised traffic redirection.  

The report revealed that since the start of 2026, Douyin has blocked an average of 10,000 illicit accounts daily involved in gambling traffic redirection. Additionally, platform safety teams assisted law enforcement agencies in arresting 34 criminal suspects linked to organized cyber-gambling syndicates. The guide details how bad actors exploit high-profile sports competitions and interactive live streams to disguise illegal sports betting operations as casual fantasy games or harmless score predictions.  

To combat these evolving evasion tactics, online platforms are upgrading multi-layered defense mechanisms—combining AI risk models, manual review, real-time user reporting, and legal evidence collection. The joint initiative underscores China’s ongoing regulatory and corporate push to tighten digital platform governance, protect user privacy and assets, and clean up cyber ecosystems across major domestic tech platforms.

According to an official announcement by the Hong Kong Jockey Club (HKJC) on September 28, 2026, the club is rolling out a series of updated wagering options to optimize racing entertainment and expand cross-border wagering products. Key enhancements focus on expanding multi-race bet types for both overseas simulcasts and domestic racecards.

Starting October 4, 2026—beginning with the prestigious Prix de l’Arc de Triomphe Day in France—the HKJC will debut the “Six Up” (六環彩) pool for overseas simulcast race meetings featuring six or more races. The inaugural simulcast Six Up will span all six Group 1 races on the Arc card. Additionally, the club is increasing the frequency of Double Trio (孖T) pools offered on designated international simulcast racedays, introducing two or more Double Trio pools depending on the total race count.

For domestic horse racing, starting October 11, 2026, the HKJC will introduce an additional Six Up pool on local racedays featuring 10 or more races. Covering the first six races of the card, this addition means eligible local racedays will offer two distinct Six Up pools. The product expansion aligns with HKJC’s strategy to enrich customer choice, modernize pool offerings, and seamlessly connect local racing entertainment with international elite fixtures.

The Qiaotou District Court in Taiwan sentenced a man surnamed Lin to 30 days of detention (commutable to a NT$30,000 fine) for participating in crypto-based political betting on the decentralized prediction market platform Polymarket ahead of Taiwan’s 2026 Nine-in-One local elections. The ruling, handed down in late September 2026, marks Taiwan’s first completed prosecution involving blockchain prediction markets for election outcomes.

Court documents show that in April 2026, Lin transferred NT$295,000 to a MAX crypto exchange account to purchase 9,240 USDC, which he subsequently deposited into his Polymarket wallet. Between April 12 and April 14, Lin placed three “YES” bets on a Kuomintang victory and six “NO” bets on a Democratic Progressive Party victory across Taiwanese local election outcome markets, utilizing 742.9 USDC. Upon liquidating his positions on April 15, Lin recorded a nominal profit of 3.5 USDC (under NT$100).

Despite the negligible profit, Taiwan law enforcement intercepted the transactions, raided Lin’s residence in late April, and seized 746.79 USDC (worth approx. NT$23,559), which was subsequently confiscated by the court. Prosecutors formally indicted Lin under Taiwan’s Public Officials Election and Recall Act and online gambling statutes. Following the legal action, Taiwanese authorities blocked domain access to Polymarket, signaling strict regulatory oversight over decentralized Web3 gambling platforms operating within regional elections.

Macau’s hospitality and gaming sectors faced cooling demand ahead of the October 2026 National Day Golden Week. While Macau Travel Industry Council President Andy Wu projected average hotel occupancy to reach 90% with daily visitor arrivals hovering around 120,000, overall hotel bookings and forecasted gross gaming revenue (GGR) tracked below 2025 figures due to shorter visitor stays, increased hotel room supply (reaching nearly 46,000 rooms), and macroeconomic headwinds.

Statistical tracking showed fewer mega-resorts completely booked compared to last year, with only 7 casino-hotels—including MGM Cotai and Galaxy Macau—sold out for the first three days of Golden Week. Room pricing displayed geographic divergence: while Cotai Strip luxury suites peaked at MOP 9,323 per night on October 3, Macau Peninsula hotels faced softer demand, with satellite-casino-linked properties like Legend Palace experiencing room rate drops of up to 28% year-over-year.

Analyst consensus forecasts Macau’s October GGR between MOP 22 billion and MOP 23 billion, representing a single-digit year-over-year decline. Financial institutions, including Morgan Stanley, cited tighter mainland capital monitoring, satellite casino closures, and calendar effects—such as the proximity of the Mid-Autumn Festival encouraging long-haul outbound travel—as key drivers moderating Macau’s Golden Week revenue momentum within the Greater Bay Area.
