(1)      Rosanna Law: Hong Kong’s Asian Games success shows years of sports investment paying off

Secretary for Culture, Sports and Tourism Rosanna Law said Hong Kong’s strong performance at the Aichi-Nagoya Asian Games reflects the results of sustained investment in sports development.

The China sports delegation reported a record 169 gold medals at the Asian Games and described the event as a successful training exercise for the 2028 Los Angeles Olympics.

Deputy Secretary for Justice, Dr. Cheung Kwok-kwan said Hong Kong is strengthening talent development in sports mediation and arbitration, with the goal of becoming a regional hub for resolving sports disputes.

(4)      Polly Chong Man-ting succeeds George Tsoi Kin-pan as Commissioner for Sports

George Tsoi Kin-pan completed his term as Commissioner for Sports and has been reassigned to assist in administrative accountability work related to the Wang Fuk Court fire; Polly Chong Man-ting takes over the post.

Secretary for Culture, Sports and Tourism Rosanna Law (羅淑佩) said she was encouraged by Hong Kong’s performances across multiple sports at the Aichi-Nagoya Asian Games, describing the results as evidence that years of investment in sports are beginning to yield returns.

Speaking on a television programme, Law noted breakthroughs in sports such as tennis and wushu. She observed that many shopping malls and restaurants broadcast the Games live, which helped the public engage more closely with the athletes and may encourage more people to try new sports.

Law also addressed long-standing parental concerns about athletes’ post-retirement prospects. With the government’s push toward popularisation, professionalisation and industrialisation of sports, many athletes now return to education after retirement. Funding and training programmes are available to help them transition into areas such as business, sports technology and event management.

She expressed confidence that Hong Kong can still meet its full-year visitor target of 53.8 million, while acknowledging challenges from high airfares and fewer short-haul flights affecting Southeast Asian travellers.

Zhang Xin (張新), secretary-general of the Chinese delegation, said the team finished the Aichi-Nagoya Asian Games with 169 gold, 89 silver and 83 bronze medals, topping the gold medal table for the 12th consecutive time and setting a new high for gold medals won by a Chinese team at an overseas Asian Games.

China competed in 38 sports and 369 events, winning gold in 29 sports and medals in 36. The team broke eight world records. Despite fewer gold-medal events and a smaller squad than the previous home Games, China further consolidated its leading position in Asian elite sport.

Traditional strengths in diving, shooting, gymnastics, trampoline, table tennis and badminton were maintained, while progress was recorded in athletics, swimming, aquatic sports and track cycling. The women’s volleyball team retained its title and the men’s football team returned to the Asian Games podium after 28 years. Young athletes featured prominently, with several teenagers winning multiple golds.

Zhang described the Games as having achieved the goals of testing the squad, identifying new talent, exposing weaknesses and providing comprehensive preparation. The team will now accelerate efforts to address shortcomings ahead of the Los Angeles Olympics.

Deputy Secretary for Justice, Dr. Cheung Kwok-kwan (張國鈞) said the government is deepening the cultivation of sports mediation and arbitration talent, with the aim of positioning Hong Kong as an international centre for resolving sports disputes.

The two-year sports dispute resolution pilot scheme launched in December last year has already handled a double-digit number of cases, with the first case successfully completed in May. Cheung noted that mediation offers confidentiality advantages over open court proceedings and can produce more flexible, consensus-based outcomes.

More than ten active and retired athletes have already taken part in mediation training, and sports administrators are also beginning to engage with the process. The International Sports Dispute Resolution Conference (國際體育爭議解決高峰會) is scheduled for next month and will include leading European practitioners. The current panel of mediators and arbitrators already draws from more than 20 jurisdictions.

The government is also in discussion with major Asian sports organisations with a view to attracting related institutions to establish a presence in Hong Kong in the near future.

Commissioner for Sports George Tsoi Kin-pan (蔡健斌) completed his term on 4 October and has been reassigned to assist the Public Service Commission in work related to administrative accountability under the principal official accountability system concerning the Wang Fuk Court fire. Principal Assistant Secretary Polly Chong Man-ting (莊敏婷) of the Culture, Sports and Tourism Bureau has succeeded him as Sports Commissioner.

Tsoi, who took up the post in September 2024, oversaw a period in which Hong Kong athletes achieved record gold and overall medal hauls at the Asian Games. He also witnessed Hong Kong’s home victory in the FIFA ASEAN Cup. Before leaving the role, he expressed satisfaction at the athletes’ perseverance and results.

The independent committee investigating the Wang Fuk Court fire is expected to submit its report to the Chief Executive by the end of October. Tsoi will work alongside former Deputy Secretary for Security Benjamin Mok Kwan-yu (莫君虞) in supporting the administrative accountability process.

Polly Chong Man-ting previously served as Assistant District Officer of the North District, Principal Assistant Secretary of the Transport and Logistics Bureau, and Principal Assistant Secretary for Development (Planning and Lands) of the Development Bureau.
