Cambodian authorities have revoked the casino licence of the Shang Hai Resort in Svay Rieng province after a raid uncovered an online scam operation that led to the detention of 107 foreign nationals. The Commercial Gambling Management Commission (CGMC) confirmed that the operation took place on April 1 at the Shang Hai Resort casino in Samraong commune, Chantrea district, where inspectors found activity linked to online scamming inside the premises. The raid was carried out jointly by the CGMC, the National Police, the Svay Rieng Unified Command and the Svay Rieng Provincial Prosecutor’s Office as part of the government’s push to eliminate online scams by Khmer New Year.
The CGMC reported that authorities seized equipment and materials related to the scam and detained 107 foreigners, including 26 women from four different nationalities, who were handed over for further legal proceedings. The commission concluded that the resort’s parent company had breached Cambodia’s Law on the Management of Commercial Gambling and therefore revoked Casino Licence No. 040 CGMC, originally issued on 28 July 2022, under an official decision dated 3 April 2026.
The action is part of the broader anti‑scam drive under Command No. 01, issued on July 14, 2025, which targets online scam operations nationwide. The CGMC pledged to keep working with the Ad Hoc Commission for Combating Online Scams and other agencies to inspect suspected casinos and strictly enforce regulations aimed at wiping out illegal online‑scam activity that has drawn growing regional and international concern.

Justice Secretary Fredderick Vida said enforcement actions in the month following the official deadline led to the closure of 80 percent of operational hubs, and that the government’s firm stance is clear: no POGO operations will be allowed to continue under any guise. Authorities have cleared all known areas that once hosted POGO centres and say the sector’s legal basis has now been fully removed as part of a broader push to protect the country from the security and economic risks linked to transnational crime.
Even though the DOJ now presents the Philippines as POGO‑free, it stresses that monitoring has not stopped and that any attempt to revive the business underground will be met with enforcement action.

(4) Training for Illegal Gambling Fissure by the Korea Racing Authority

The Korea Sports Promotion Agency’s Economic and Social Development Headquarters, together with Gwangmyeong Police Station, has launched targeted education aimed at eradicating illegal gambling among teenagers.
On the 3rd, the Gyeonggi Provincial Police Headquarters held a “youth illegal gambling prevention and recidivism‑prevention education” session at Gwangmyeong Police Station for adolescents who had been referred to the Leading Review Committee for gambling‑related offenses. The programme is designed to highlight how seriously online illegal gambling, including sports betting and the use of private gambling sites, can affect young people and to reduce repeat offending by building stronger legal awareness and self‑control.
Officials say illegal gambling among youth is spreading quickly online, raising social concern and the long‑run risk of addiction that can harm school performance, family life and broader social functioning.
One agency official stressed that gambling experiences in adolescence often seed later addiction and called the joint education with police and public institutions a key step toward shaping a healthier youth culture. The goal is to move from simply punishing young offenders to actively preventing future gambling problems through prevention‑oriented programmes that combine sports‑promotion bodies, law‑enforcement agencies and local authorities.
